The big things to take away are the nvidia inspector tweaks, godrays quality, and the shadow distance/quality. With these settings I'm at a constant 60 fps, with a few dips to the mid 50s once in a blue moon. 980 gtx. 2560x1440
Also for the texture pop-in, this works well. Add the following lines in your fallout4.ini in the General section.
bForceUpdateDiffuseOnly=0
iTextureUpgradeDistance1=7500
iTextureUpgradeDistance0=5000
iTextureDegradeDistance1=7500
iTextureDegradeDistance0=5000

One more thing. The new sli profile they rolled out today is just the work-around everyone with SLI has been using. Bits that aren't optimized for fallout 4, with forced AFR. Not to mention that the SLI profiles cause your player's face to periodically melt. Not kidding. Anyway, I get better performance with a single card. I'll toggle sli on once bethesda patches their game.
